The meeting was called to order at 6:35 p.m.
Salute to the flag was followed by roll call.
Statement was made that the meeting was held in accordance with the requirements of the Open Public Meeting Act.
Patrick Gillespie addressed the public that was in attendance and explained the charges of the Economic Development Corporation and the procedures the board has adopted for hearing site specific applications.
Greg Matzel's presentation on active adult housing was deferred to the September 25, 2002 meeting.
A motion was made by Kevin Calogera, seconded by Edward Testino and unanimously agreed upon for the approval of the July Treasurer's Report.
A motion was made by Peter Davis, seconded by Larry Redmond and unanimously agreed upon for the approval of the August Bill List.
Chuck Fallon, Auditor for the EDC was present to give his report on the 2001 audit for the Old Bridge Economic Development Corporation.
A motion was made by Larry Redmond, seconded by Rocky Donatelli and unanimously agreed upon for the acceptance of the 2001 Audit Report.
A motion was made by Mark Proudman, seconded by Kevin Calogera, with Peter Davis, Susan Gieser, Robin Rosen and Kevin Calogera abstaining to approve the July 24, 2002 meeting summary. The motion carried.
Russell Azzarello gave an overview of his activities for the month of July. Mr. Azzarello informed the board that the EDA has approved our application for a recoverable grant in the amount of $50,000 for a feasibility study for the O&Y property.
We are awaiting the terms and conditions from the EDA for this grant.
A motion was made by Kevin Calogera, seconded by Roman Sohor and unanimously agreed upon for the acceptance of the executive director's report.
Mayor Cannon asked that research be done on whether the EDC in prior years had decided not to entertain presentations on age restricted housing.
Jonathan Heilbrunn, attorney for the Gerald Development Group, was present to do a presentation on The Crossings, Town Center, a twenty-two acre development.
John Vincenti, Kevin Calogera, Mayor Cannon and Roman Sohor chose not to participate in the presentation, but remain present.
Plans were distributed to the members of the public. Mr. Heilbrunn discussed the town center concept as it was envisioned in relation to the township complex and the surrounding areas.
Mr. Heilbrunn explained that this presentation is strictly informal and preliminary in concept and is not before any of the statutory boards.
The concept is pedestrian friendly with offices and retail stores, as well as apartments and a parking garage that will have one or two parking decks under ground. The buildings will be three stories or less. The architectural drawings were prepared by Mr. Glen Martelli.
The floor was opened to the public for questions.
Many of the residents had concerns about parking, height of the buildings, and traffic.
