Approval of September 5, 2007 Minutes Motion to approve the minutes as presented made by Blanche Hoffman, seconded by Owen Henry, all in favor 2. Bills Outstanding No bills to date. 3. Updates on YMCA, Golf Course, Mannino Park, Lead at Laurence Harbor Wall Mayor Phillips reported that completion of the YMCA building is to be done 360 days after the ground breaking, which was held on October 3. The golf course was purchased with Green Acres money - it will be perpetually be open space. Laurence Harbor - No lead was found in the air. The lead is exposed along the sea wall. Until this area is cleaned up, Phase III of the waterfront is at a stand still. 4. Old Bridge Day Blanche Hoffman thanked the OBEC members George Millett, Mike Cerrato, Wayne Farmer, Perry Simone, and Debbie DePew, recycling coordinator, for their participation during the day. Blanche Hoffman stated she would like to see next year more concentration on the benefits Old Bridge affords the Township residents. 5. Open Space George Millett reported an open space meeting has been scheduled for October 23, 2007. Mike Spina, Bob Nagler, Wayne Farmer and Blanche Hoffman will be in attendance. The committee members will ask Mayor Phillips for new members - possibly one or two from the Township Council. 6. ERI Blanche Hoffman will meet with Wayne Farmer to discuss the ERI as a project for 2008. Wayne reported he looked at the ERI for Montgomery Township and Somerset County and it is possible to model the Old Bridge ERI from them. Information needed is available from the state's GIS. 7. Recycling/Clean Communities Debbie DePew reported she had sent a letter to Bernard James of the NJDOT on September 12, 2007 addressing the litter problem on the state highways in the Township. On September 27, 2007, Debbie received a response from Jeffrey Callahan, assistant commissioner of the DOT, with a cc: to Bernard James, which in essence stated that maintenance crews cut grass on a 30 day cycle and litter is removed prior to each mowing. It was suggested by him that it may be helpful if the trash cans owned by the Township be removed and emptied more frequently. Mr. Callahan has directed Debbie to contact Debra Mangan, executive assistant, for any further assistance. 8. ANJEC 2007 Annual Environmental Congress Motion to approve payment of $50.00 registration for Blanche Hoffman to attend made by Owen Henry, seconded by Perry Simone, all in favor. 9. Planning and Zoning 34-07P - Zameen, LLC Memo to the Planning Board will be sent with the following comments: The premises are located in a CN neighborhood commercial zone requiring a minimum lot area of 1.0 acres. The premises in question contains 0.52 acres. It appears that development is too intense for the site and therefore compromises the safety and quality of life. The Land Use Ordinance requires a 50 foot buffer between commercial and residential zones. The OBEC believes this should not be compromised. 9:40 p.m. - Motion to adjourn the meeting moved by Perry Simone, seconded by Owen Henry, all in favor.
