MINUTES OF THE ENVIRONMENTAL COMMISSION

For the record, Blanche Hoffman handed out to Andrew Crabb and Wayne Farmer the following: Open Space Inventory - June 1996; Green Trust Land Assistance Program - Recreation and Open Space Inventory; Property Class 1 listed by Lot and Block prepared by the Township Tax Assessor's office.
1. APPROVAL OF April 3, 2002 MINUTES
Motion to approve the minutes was moved by Andrew Crabb, seconded by Wayne Farmer; all in favor.
2. BILLS OUTSTANDING
No bills to date.
3. OPEN SPACE TASK FORCE
The task force committee meeting held on April 16th decided on using the ANJEC Open Space Plan Resource Paper as a guide for the Old Bridge Township Open Space Plan. These guidelines closely follow the New Jersey Department of Environmental Protection Green Acres Program Open Space and Recreation Plan Guidelines. Open space plan sections will be part of the first draft document discussed at the June meeting. Target date for a draft ready for review by township officials is September.
4. CRYSTAL SPRINGS DEVELOPMENT
Blanche Hoffman received a memo from Mayor Cannon asking for input by the OBEC on the proposed development. After reviewing the reports, the OBEC's major concern is that as communities grow it is important to maintain a system of regional planning reflecting the impact on adjacent communities. It is also important to maintain a transportation system that will safely move traffic for the people who reside in the area and not create air pollution problems for the communities involved.
5. OLD BRIDGE FAIR - OCTOBER 5, 2002
Blanche Hoffman suggested to use money that is in the budget to purchase items to be handed out. Questionnaire for open space survey will be discussed at the next OBEC meeting.
6. GUIDELINES AND PROCEDURES FOR VOLUNTEER GROUPS
Reviewed by the OBEC to be kept on file.
7. PLANNING
201-01P - Oaks Development
The OBEC have no comments at this time.
25-02P - Royal Realty - Resubmission
The OBEC will note to the planning board that the changes do not alter the OBEC previous comments.
16-02P - Robertson Douglas Group (Farm View Acres)
The OBEC will send comments to the planning board. A memo will be sent to Township Engineer, John Vincenti, with questions and concerns on the application as it pertains to the proposal of more than 15 residential units.
8. ZONING
120-01Z - Matzel/Covington Village
The OBEC will comment to the zoning board.
10-02Z - Laurence Harbor First Aid Squad
As it appears that the applicant is not extending the footprint of the building, and two story buildings are permitted use in the area, the OBEC have no further comments on this application.
The OBEC will write to Sam Rizzo asking for title and topography maps when reviewing subdivision and site plans. The OBEC also notes a number of very large projects are designated as preliminary and final subdivision applications. The OBEC will ask Sam Rizzo if in fact these large projects be separated as two separate preliminary and final applications.
