MINUTES OF THE ENVIRONMENTAL COMMISSION June 5, 2002

1. APPROVAL OF May 1, 2002 MINUTES Motion to approve the minutes was moved by Wayne Farmer, seconded by Robert Sommers, all in favor.
2. BILLS OUTSTANDING No bills to date.
3. OLD BRIDGE FAIR Blanche Hoffman reported money in the budget to purchase giveaways, i.e. garbage bags that hook on car radio. Motion to approve spending moved by Wayne Farmer, seconded by Owen Henry, all in favor.
4. OPEN SPACE Wayne Farmer reported there was no task force meeting in June for lack of a quorum. However, Wayne did discuss what the task force is trying to accomplish by putting together the open space plan. Wayne again stressed the importance of making the residents aware of the need for open space. Blanche Hoffman will prepare an open space questionnaire, which will be included in the tax bill newsletter going to the township residents in July. The questionnaire will read "You Voted for Open Space - Old Bridge Needs Your Input" - what would the residents like to see being done with open space land that is purchased: hiking, biking, walking trails, nature areas, habitat wildlife areas, playgrounds, historic farms, sports fields, golf course, community pool. Rate as to preference: 1 - being most desirable, 10 - least desirable.
Wayne Farmer brought attention to the e-mail from Mike Caffrey inviting members to attend the June 10th township council meeting where he will be discussing trust fund monies.

6. PROPOSED ROUTE 35 IMPROVEMENTS For information only.
Blanche Hoffman addressed Wayne Farmer's concerns regarding the quality of review of submitted plans to both the zoning and planning boards. Blanche will work up a checklist for reviewing such site plans. Blanche suggested members of the OBEC rotate attendance at the respective planning and zoning board meetings to enforce the OBEC comments on site applications.
7. PLANNING 107-01P - LLH Enterprises - R-80 Zone - Minor Subdivision The OBEC have no comments at this time.
124-99P - P. Holowiak (remanded) R-120 Zone The OBEC recognizes the application has been remanded. However, the area is zoned R-120 presumably because of the wetlands, and the property is therefore suitable for two lots, not three.
8. ZONING 31-01Z - Jake Brown Plaza The OBEC believes the application should comply with the existing zoning. Consideration should be given for an alternative for stormwater drainage other than the detention basin.
46-02Z - John Sanzone - 1500 sq. ft. addition to existing home After reviewing the application the OBEC finds it lacks compatibility with the adjacent activities of land use.
114-02Z - Russ Weber - Create 3 lots out of 2 The OBEC believes the application is poor planning and inconsistent with existing land use practices to create housing without public access for public services such as fire, police, ambulance and school buses. Building a mini-estate without public access could potentially open the township to future problems. The OBEC will recommend to deny the variance.
