MINUTES OF THE ENVIRONMENTAL COMMISSION September 4, 2002

1. GUEST: Andrew Synder - Middlesex County Public Health Department; Registered Environmental Health Specialist
2. BILLS OUTSTANDING Blanche Hoffman presented ANJEC 2002 Environmental Congress to be held on October 18, 2002. Blanche motioned to approve payment of $45.00 per person, not to exceed $135.00. Seconded by Perry Simone, all in favor. Blanche Hoffman, Wayne Farmer and Gary Szelc will be in attendance.
Robert Sommers announced he will be resigning as an active member due to health problems. The commission accepted his resignation with regrets and thanked him for his many years of dedicated service.
3. OLD BRIDGE DAY 2002 To be held on October 5, 2002. Blanche has some giveaways and motioned to allow Cindy Bell $200.00 for additional items. Motion accepted, all in favor.
4. OPEN SPACE AND TASK FORCE REPORT Blanche Hoffman reported that the results of the Open Space Survey will be complied and sent to residents with their February tax bill. A brief review of the surveys returned indicates that open space be used for hiking trails, passive recreation, community pool and golf course.
Wayne Farmer reviewed the minutes of the June 11th meeting. Wayne stated the aim of the task force is to have a draft of the Open Space Plan by the next meeting on September 19th. Wayne reiterated that the Open Space Plan is more of a guideline for consideration for the acquisition of open space as well as to stimulate the adoption of an open space element in the township Master Plan; to encourage purchase of land for active and passive use; to stimulate appropriation of funds for improvements on recreation lands already owned by the township.
Gary Szelc stated ANJEC has a budget of $5 million available to towns for upgrades and improvements of open space.
5. SITE PLAN REVIEW The OBEC members discussed ways to streamline site plans presented for review. Gary suggested going through the ordinances regarding environmental factors as well as environment and conservation elements in the Master Plan. Blanche asked Gary to put together a list of all the environmental aspects that goes into a Master Plan. Blanche will discuss with Sam Rizzo if the environmental and conservation elements are scattered throughout the Master Plan, and if these elements can be in one location.
6. PLANNING 75-09P - Kara Homes No additional comments.
44-02P - AT&T Wireless No comments at this time.
63-02P - Niloc Corp. OBEC comments will be sent to the planning board noting that the conservation easement or buffer line be extended across Lot 36.11 to the northerly property line.
8. ZONING 78-02Z - Lamar Co./Bayshore Fitness The OBEC will comment to the zoning board.
100-01Z - Metro Burger The applicant has addressed some of the OBEC's previous concerns (memo of March 26, 2002). Additional comments will be sent to the zoning board.
2-01Z - Renaissance Foxborough The OBEC noted to the zoning board that without an environmental impact statement, and considering the scope and impact of the application, it would be necessary to have this document to complete a review. Additional comments will be sent to the zoning board regarding other aspects of the plan.
