1. Approval of October 2, 2002 Minutes
Motion to approve the minutes moved by Blance Hoffman, seconded by Andrew Crabb. Wayne Farmer and Owen Henry abstained, all in favor.
2. Bills Outstanding
November 13, 2002 ANJEC seminar - Using Municipal Master Plan to Protect Local Resources. Motion to approve payment of $15.00 for Wayne Farmer to attend. Moved by Blanche Hoffman, seconded by Owen Henry, all in favor.
3. ESP Matching Grant
Blanche Hoffman reported the Commission will not be participating for the grant.
4. ANJEC Reports
Both Blanche Hoffman and Wayne Farmer attended the ANJEC 29th Environmental Congress - see Wayne Farmer's report attached. Blanche forward to Township Engineer John Vincenti the resource paper on municipal options for stormwater management.
5. Sommers Brothers Property
Mayor Cannon reported the property is still in settlement talks.
6. Superfund Sites
Perry Simone reported that news coverage on Burnt Fly Bog is being done by the Asbury Park Press. Perry noted that out of the eight sites one portion does cover Old Bridge Township.
7. Open Space Report
Blanche Hoffman reported that 316 surveys have been recorded from the township residents on how the town should use its acquired open space. Results to date show 19% use for hiking, walking and biking; 22% use for nature (do nothing with land); 14% use for habitat - a respite where all animals and plants are protected from harm; 8% use for playgrounds; 8% keep for historic use; 2% for sport fields; 9% use for golf; 15% use for pools; and 4% other.
Wayne Farmer reported that the first draft of the open space will be completed by the next task force meeting set for November 21, 2002.
Blanche Hoffman asked the Commission members to have available for the December OBEC meeting three environmental issues in town that should be considered in the Open Space Plan.
Blanche Hoffman read a letter from Russ Weber regarding the OBEC's response to his application.
8. Zoning
108-02Z - Financial Resources
The OBEC will comment to the Zoning Board
98-02Z - Boyd Nash
The OBEC will request further clarification on the applicants proposal.
