Minutes of the Environmental Commission June 4, 2003

1. Approval of Minutes May 7, 2003
Motion to approve the minutes moved by Wayne Farmer, seconded by Owen Henry, all in favor.
2. Bills Outstanding
OBEC Banner - Motion to approve payment of $150.00 moved by Andrew Crabb, seconded by Wayne Farmer, all in favor.
Old Bridge Fair - Blanche Hoffman motioned to expend $500.00 for the purchase of T-shirts, Andrew Crabb seconded, all in favor.
ANJEC - Municipal Open space & Conservation Easement Workshop - June 25, 2003 - Blanche Hoffman, Wayne Farmer and Perry Simone will attend. Motion to approve payment of $15.00 total moved by Andrew Crabb, seconded by Wayne Farmer, all in favor.
3. High School Environmental Club
Joseph Gurliaccio reported to the Commission that the proposed Club will be working through the Science Department. The project is slated for July and Joseph will have further information for the next OBEC meeting.
4. Open Space In Old Bridge
Wayne Farmer reported he and Blanche Hoffman met with Sam Rizzo and John Vincenti to initiate action on a conservation and recreation element to the Master Plan. The OBEC supports these elements and will continue to be involved in participating in identifying the goals and objectives of the Plan. Wayne reported that Sam Rizzo is presenting the RFP to the Planning Board at their June 10th meeting. John Vincenti is also looking into hiring a staff person to work on GIS.
5. Cheesequake Park Acquisition
Blanche Hoffman reported 68 acres of fresh and salt water marsh plus forested upland was purchased by the State of New Jersey as addition to Cheesequake State Park for $450,000. This property known as CNK will provide a buffer for Cheesequake Park.
6. Smart Growth Survival Kit (Vision Statement)
Tabled for the next OBEC meeting.
7. Burnt Fly Bog
Perry Simone reported the State Department of DEP and the U.S. EPA awarded a $10.7 million contract to Shaw Environmental & Infrastructure Inc. to remove approximately 25,000 cubic yards of PCB and lead contaminated soil from the Burnt Fly Bog site. The excavation and disposal portion of the cleanup is expected to take four months to complete.
8. Planning and Zoning
24-03P The Crossing - T.C. District Memo to the Planning Board to include that comments cannot be made until an impact statement is provided.

13-03Z Community Bank The OBEC will comment to the Zoning Board that this application is too intense development for such a small property.
