Minutes of the Environmental Commission November 5, 2003

1. Approval of Minutes - October 1, 2003
Blanche Hoffman motioned to approve the minutes, Owen Henry seconded, all in favor.
The 2004 Environmental Commission membership was updated with Perry Simone as Vice-Chair (until 12/31/05 - finishing out Susan Knauf's term), Wayne Farmer's three-year term and Gary Szelc's one-year term will terminate on December 31, 2003. Letter sent to Mayor Elect Phillips recommending reappointments.
2. Bills Outstanding
Blanche Hoffman presented a bill from JII Promotions - Banner for $180.99 and t-shirts for $64.32 and $93.06. Motion to approve payment of bills made by Blanche Hoffman, seconded by Perry Simone, all in favor.
3. Old Bridge Day
Perry Simone reported there was an excellent turn out for the event. Perry suggested for next years event limiting the order of shirts to adult smalls and mediums. Perry noted that the Brownie Troop is interested in having a speaker talk about recycling. This will be discussed further.
Blanche Hoffman was requested by Wayne Farmer (in his absence of the meeting) to send a letter to the Golf Committee regarding the field study he had done on the Lambertson property.
4. ANJEC Environmental Congress
No report given.
5. GIS Mapping
Blanche Hoffman received a disk from John Vincenti, which was completed by Civil Solutions. Blanche will obtain a summary of the work in order to submit the bill for the grant.
6. Schedule of 2004 Meetings

7. Goals for 2004
Blanche Hoffman asked the Commission members what priorities are to be considered for the next year. Besides the open space work continuing, the OBEC will also look into the existing tree ordinance for the Township. A copy of the Sayreville Tree Conservation and Reforestation is attached for review.
8. Planning and Zoning
120-02Z - King Gate Estates Having reviewed the application, the OBEC believes the application seems to be overdeveloped in an environmentally sensitive area. Approximately 60% of the site is protected under existing wetland laws and should not be built upon. The existing zoning is meant to be developed with single family homes and, therefore, the OBEC urges the Board to deny the variance. Before any vote is taken the OBEC requests the opportunity to review any engineering, environmental impact statements, and any other professional reports.
