Minutes of the Environmental Commission May 5, 2004

1. Approval of April 7, 2004 Minutes
Motion to approve the minutes as presented moved by Owen Henry, seconded by Blanche Hoffman, all in favor.
2. Bills Outstanding
Bills for the purchase of water for Earth Day will be presented at the June meeting.
3. Earth Day
Andrew Crabb gave a report on the success of the event.
4. Adopt-A-Road
Blanche Hoffman reported that the County has a program in effect and that Linda Hardy will follow up at the next OBEC meeting with details of the program.
5. Environmental Club
Joseph Gurliaccio reported that he contacted the school administration and has had no response to date. Joseph is scheduled to meet with Dr. Hickey, principal of the high schools. If need be, Joseph will attend the Board of Education meeting on May 14th.
6. Master Plan
Wayne Farmer reviewed the Conservation Recreation Element and feels it is a good start. Blanche Hoffman will discuss with Sam Rizzo ANJEC's publication "Pathways for the Garden State - Guide to Planning Walkable, Bikeable Communities" and incorporate such a plan in the Master Plan.
The OBEC will recommend adding under the heading B Objectives-Conservation the following: linking of commercial transportation to recreation facilities. Establish a mechanism to reduce the need to depend on cars for daily life activities, i.e. shopping, post office, connection with public transportation, walking and biking paths.
7. Planning and Zoning
104-03P - Stavola Old Bridge Materials
The OBEC reviewed the traffic impact statement and respectfully disagree that the existing poor level of service at the intersections of Perrine Road, Waterworks Road and Browntown Turnpike will not be exacerbated. The applicant should bring the intersections up to a safe level of service. The Commissions concerns are air pollution, safety and quality of life.
103-03P - Double D
Having reviewed the application the OBEC recommends that the light fixtures selected should focus the light downward.
97-02Z - Old Bridge Medical Facility
The OBEC, having reviewed the application, does not feel buffering is adequate between residential and proposed two-story structure. Please consider the neighbors in this combined structure. The OBEC requests an impact statement for further review and comments.
