| Minutes of the Environmental Commission November 1, 2006 Members Present:

Approval of October 4, 2006 Minutes Motion to approve the minutes as presented made by Blanche Hoffman, seconded by George Millett, all in favor. Wayne Farmer abstaining. 2. Bills Outstanding No bills to date. 3. Office Space Blanche Hoffman reported the OBEC now has secured office space, sharing with Debbie DePew, recycling coordinator. The space is located on the second floor of the Old Bridge Administration Building. 4. Recycling - Elementary School Visit Debbie DePew reported she will be visiting Grissom and Voorhees schools on November 15. Topics to be discussed with the students are what can be done with litter, and explain stormwater management. Grades K-5 will be participating. 5. ERI Update Blanche Hoffman reported the Township of Bethlehem has completed an update on their inventory. The Township had obtained a $22,000 grant and hired a consultant. Blanche had given Wayne Farmer their disk for review. The Township emphasized on greenways, and pools; however, they did not focus on hazardous waste sites. Lisa Jackson - DEP Commissioner was in attendance and stressed that the DEP is not an advocate, but regulating agency. Wayne Farmer reiterated that the ERI should be used as a resource material. When completed it will be presented to the Planning and Zoning Boards as well as the Township Council. George Millett will speak with the Open Space Committee to see what is going to be Open Space in the Township. Blanche Hoffman asked for a subcommittee to be formed to begin working on updating the Township ERI. Two questions to be considered are what is to be accomplished for the town, and what is worth preserving. This subcommittee will meet on November 16. Those participating will be Blanche Hoffman, Wayne Farmer, Perry Simone, Owen Henry, and Raquel Khodash. 6. Historical Society Report Mrs. Ann Miller reported the Museum is open Wednesday, Thursday, and Friday from 12:00 - 6:00 p.m., and Saturday and Sunday from 12:00 - 8:00 p.m. The Historical Commission is in the process of redoing the historical inventory. 7. Contaminated Sites Discussion centered on the Global Landfill superfund site. Blanche Hoffman reported that the landfill has not been capped to date. The NJDEP is currently reviewing the document presented to them on the design report for the landfill cap, landfill gas collection system and leachate collection and treatment systems. George Millett will contact the DEP to obtain an update on the Global Landfill. This item will be put on the OBEC agenda for the January meeting. Residents of Whispering Pines joined the meeting for some guidance from the Commission regarding the Galante application. Blanche Hoffman reiterated to the residents the Commissions response to the Zoning Board on May 3. The application will come before the Zoning Board for approval on January 4, 2007. The Environmental Commission will follow up with the Zoning Board by memo stating that the OBEC had not received any revised plans since last May. Therefore, the comments made at that time still remain the same. Another copy of that review letter will be attached for public record. 8. Planning and Zoning 79-06Z - Raymond Aleksiak Memo to be sent to Zoning Board with OBEC concerns. 9:35 p.m. - Motion to adjourn the meeting made by Perry Simone, seconded by Owen Henry, all in favor.
