RECREATION ADVISORY BOARD

MINUTES OF FEBRUARY 26, 2003

The meeting began at 7:45 pm.

In attendance were: Tom Badcock, Nancy Calogera (arrived 8:25 PM), Joe DeSimone, Joe Dunn, Kerry Frew, Gerard Haran, Denis Kilduff, Bob Pepe, Janet Phillips, Kevin Ruffler, Tom Stead (arrived @ 8:20 PM), Councilmen Baker and Calogera. Carol Norberg was present to take the minutes.

Absent from this meeting were: Lisa Cooney, Ray Battaglino, Richard Bezeg, Fran DiRocco (medical absence), Tim Kozlak, Paul Taguer and Councilman Greene.

APPROVAL OF THE MINUTES:

January minutes were approved. (Denis Kilduff offered motion, Joe DeSimone seconded motion)

ITEMS TO BE DISCUSSED:

The Athletic Code of Conduct discussion will be rescheduled for next month; Kevin Driscoll did not make it to this meeting.

RECREATION/CAMP ROBIN UPDATE:

New brochure included in everyone’s folders. Only cost $300 more than the past brochure which was much smaller. Lisa Cooney and Beau Byrtus had worked on improving the brochure. Camp Robin update included in everyone’s folder. The Special Olympics was a success.

CAPITAL PROJECTS:

1. YMCA - waiting for site to be announced. Moving ahead with Master Plan work for Mannino Park. Consultants are currently doing a telephone survey (300 residents to be polled; 50 in each ward) about the YMCA. The Council approved that the Township can enter into an agreement with Perth Amboy to acquire the land that lines up with Owens Road. We are waiting to hear from Mayor Vas.

2. Golf Course Development - Tom is currently working on a “Request for Proposal” for the golf course architects. It is important that money set aside for this stays in the bond.

3. Laurence Harbor Rec. Center - Going out to bid in March. Construction should begin sometime in April.

4. Beachfront - work being done on the jetty.

5. Vets Park - Council has bonded $50,000 for improvements to the park: expand the playground, air conditioning for the building, installation of gas line in building, lights at the Tot Lot.

OLD BUSINESS

Tom informed members of thefts at Geick Park; bleachers have been stolen twice. Individuals have been caught on camera and the investigation is with the Police. Gerard asks for a follow-up report for next month’s meeting.

NEW BUSINESS

Tom informs members that a 9/11 Memorial luncheon on February 27th will be held in the Civic Center to raise funds from local businesses to build the Memorial.

Tom informs the members about the recent events concerning the Ice Arena’s Supervisor and theft charges. Kevin Calogera asks about new procedures with cash receipts. Tom explains that new procedures have been addressed. Kevin Calogera also asks about privatizing the rink. Tom explains the challenges and problems associated with privatization.

Denis asks about the roof of the rink and the potential danger of collapse due to snow. Tom explains that the Parks crew were shoveling the snow off of it after the big storm. He feels the roof has about two years left of useful life.

Meeting was adjourned at 8:45 PM.
