RECREATION ADVISORY BOARD

MINUTES OF APRIL 30, 2003

The meeting was called to order at 8:25 pm.

ATTENDANCE

In attendance: Tom Badcock, Lisa Cooney, Ray Battaglino, Richard Bezeg, Nancy Calogera, Joe DeSimone, Fran DiRocco, Joe Dunn, Kerry Frew, Gerard Haran, Denis Kilduff, Bob Pepe, Janet Phillips, and Tom Stead. Absent were members Kevin Ruffler and Paul Taguer. Councilmen Baker, Calogera and Greene were in attendance.

Kevin Driscoll was present to give his presentation on the Athletic Code of Conduct - St. Barnabas Plan. Carol Norberg took the minutes. Also present was Al DiRocco.

Gerard mentioned that Tim Kozlak resigned from the Advisory Board. The Council will be appointing a new member.

APPROVAL OF MINUTES

Minutes were approved by members present at meeting.

ITEMS TO BE DISCUSSED

Kevin Driscoll gave his presentation on the St. Barnabas’ Plan for Athletic Codes of Conduct for the benefit of those members who missed his first presentation.

Denis Kilduff wants members to know that he thinks this is an outstanding program and one that should be implemented by all OB sports leagues.

It was decided to put a special sub-committee in place to discuss this topic and give their recommendation to council to adapt an athletic code of conduct for the youth sports leagues in the town. This committee would meet before the May meeting and bring their suggestions to the Recreation Advisory Board at that time before the suggestions went to council. These members agreed to be on the committee: Denis Kilduff, chairman of the subcommittee, (nominated by Gerard Haran, seconded by Nancy Calogera) Gerard Haran, Ray Battaglino, Kevin Calogera, Joe Dunn, Tom Stead, Bob Pepe.

RECREATION/CAMP ROBIN UPDATE

The Camp Robin report was not ready for this meeting. The report will be mailed to members. Tom mentions that the Camp Robin Golf Outing will be on May 19th at Glenwood Country Club and slots are available if anyone wants to play.

Tom thanks Lisa and Beau for doing a wonderful job in updating the recreation brochures. Lisa mentions the special event that will be held on May 17th, “A Day in the Park”. Donations were given by Arbe and Commerce Bank. The Father/Daughter Dance will be held on June 14th. Lisa reminds everyone that summer camp this year will have six outdoor sites due to the construction at the schools this year. This will cause the Rec. Dept. to incur approximately $7,000 additional expenses, (e.g.: water jugs, tents, port-a-potties, tables, coolers.) Tom mentions that Lisa has raised more than $9,000 in donations for special events this year, so this extra expense should fit right into our budget. Also, this camp is getting back to outside recreation; it was mentioned there will not be as many trips this year.

Bill Baker suggests that Cheesequake Baseball fields can be used next year for a site if needed.

CAPITAL PROJECTS

1. Golf Course - The golf course utility account was discussed and money should be in place in June to start the process of hiring the golf course architect. The water issue was discussed. An investigation is going on with a grey water system by Dave Samuels (CME). Also, it was discovered by John Vincenti that we are entitled to draw three million gallons a month free according to DEP. Any extra water we will need to purchase from the MUA. They are working on a rate schedule.

2. YMCA - Marketing survey results were encouraging. The report is in everyone’s folders. Site selection is still in the process of being decided.

3. Master Plan for Mannino Park: Tom goes over the potential list of items to be included in this park (e.g.: fields, amphitheater, great lawn area (unstructured play area), YMCA, playgrounds, picnic grounds, roller hockey rink, tennis, volleyball and basketball courts, maintenance buildings, walking and biking trails). Members had a discussion about Sayrewood South Little League using Mannino Park as their home base. Tom states the Master Plan can always be amended according to the Township’s need.

4. Laurence Harbor Beach Front - contract was just awarded to renovate the LH Rec. Center.

5. Veteran’s Park: Playground is being expanded. Gas line is being put into the building for heating and air conditioning.

6. Pension Road - Working on cricket additions needed.

7. 9/11 Memorial - Groundbreaking ceremony tentatively set for June 8 at 1:30 pm.
