NO child will be release to a minor (under 18) at any time. Parents/Guardians are required to show I.D. upon picking up their child unless our staff states otherwise.
Each child may be released only to the child's custodial parents or person authorized by the custodial parents to take the child from the center and to assume responsibility for the child in an emergency if the custodial parents cannot be reached.
The provision that a child shall not be visited by or released to a non-custodial parent unless the custodial parent specifically authorizes the center to allow such visits or release in writing. This written authorization, including name, address and telephone number shall be maintained in the file.
If a non-custodial parent has been denied access to a child by a court order the center shall secure documentation to that effect and maintain a copy in the file.
Written procedures to be followed by staff members if the parents or persons authorized by the parents, as specified above, fail to pick up a child at the time of the centers daily closing. The procedure shall require:
- The child is supervised at all times;
- Staff members attempt to contact the parents or persons authorized by the parents;
- An hour or more after closing time and provided that other arrangements for releasing the child to the parents or persons authorized by the parents, have failed and the staff members cannot continue to supervise the child at the center, the staff shall call the Division's 24 hour Child Abuse Hotline for assistance in caring for the child until the parents or persons authorized by the child's parents is able to pick up the child.
Written procedures to be followed by a staff member if the parents or persons authorized by the parents appear to be physically and or emotionally impaired to the extent that, in the judgement of the director or staff member, the child would be placed at risk of harm is released to such an individual. The procedure shall require that:
- The child may not be released to such an impaired individual;
- Staff members attempt to contact the child's other parent or an alternate person authorized by the parent;
- If the center is unable to make alternative arrangements as noted above, a staff member shall call the Divisions 24 hour Child Abuse Hotline to seek assistance in caring for the child.
For school aged child care programs, no child shall be released from the program unsupervised except upon written instruction from the child's custodial parent.
