FEMA has approved the State’s request to extend the Request for Public Assistance (RPA) deadline for Hurricane Ida (DR4614).

The application procedures used to process PA grants require that the Recipient, New Jersey’s Office of Emergency Management (NJOEM), submit completed RPAs through the Grants Portal (GP) program delivery system to the Federal Coordinating Officer (FCO) for each potential Subrecipient requesting PA. The Recipient must submit all RPAs within 30 days after designation of the area where the damage occurred, pursuant to Title 44 of the Code of Federal Regulations (44 C.F.R.) § 206.202(c). The Regional Administrator or FCO may extend the deadline for submitting RPAs when the Recipient justifies such request in writing. The justification must be based on extenuating circumstances beyond the Recipient or Subrecipient's control per 44 C.F.R. § 206.202(£)(2)

FEMA has determined that the request sufficiently justifies an extension, and as such, the Recipient’s request is approved. The dates for all remaining applicants to complete and submit their RPA to FEMA are extended respectively until:

  • November 4, 2021 for:
    • Bergen, Gloucester, Hunterdon, Middlesex, Passaic, and Somerset Counties
  • November 9, 2021 for:
    • Essex, Hudson, Mercer, and Union Counties
  • November 10, 2021 for:
    • Morris County

Any RPA submission received after the deadlines shown above will only be considered on a case-by-case basis.

To apply for Federal (FEMA) Public Assistance Grant funding:

Applicants must use the FEMA Grants Portal to register, please navigate to https://grantee.fema.gov to create your RPA. If you don’t already have a FEMA Grants Portal account, please click on “Register Your Organization for Public Assistance”. If you have to register your organization for an account, please click ‘NO” when asked if you want to submit an RPA at the end of the registration.  Once your organization is approved, you will be able to login and create an RPA.  If you answer “Yes”, you will only have the option to create an RPA for DR4488 (COVID-19), which is not transferable.
